The extra is per person. A free move up into a penthouse does not bring Stream with it. Ask the price before you add it for the whole week.
The ships use Starlink. It can still slow down when the ship is full, or when you are a long way from land. None of this walks down the gangway. In port you want maps on your own phone. That is a cruise eSIM, not a second Surf pack.
Surf, Stream, and who already has films
If your room is a penthouse or a premium suite, do not buy Stream. You already have it. Same if your club card says Diamond or higher. If you are in an ocean view or a veranda and you will watch films every night, ask what Stream costs for your dates. Two people means two charges.
One phone for WhatsApp does not need Stream. Keep Surf. Put GigSky on the phone you take ashore. The code does not take money off Seabourn.
